Microsoft, Yahoo and Google – the three largest Internet companies agreed on Wednesday to pay a combined $31.5 million to settle federal civil allegations that they had accepted ads for illegal internet gambling.

The companies said they stopped taking the ads years ago. The settlement was announced by Catherine L. Hanaway, the United States attorney for eastern Missouri, who said the investigation, conducted by her office, the Internal Revenue Service and the Federal Bureau of Investigation, dated to 2000. Negotiations have been going on for 12 to 18 months, she said.

Microsoft’s $21 million portion of the settlement includes a $4.5 million forfeiture, $7.5 million to be paid to the International Center for Missing and Exploited Children and $9 million in public service ads over a three-year period, starting next year.

The public service campaign will aim the message that online gambling is illegal at those of college age and younger.

“We’re hopeful that our educational campaign will stop young people from gambling before they start,” the company said. Yahoo’s $7.5 million share of the settlement includes a $3 million forfeiture and $4.5 million in public service ads over three years.

Google will pay $3 million. A spokesman, Jon Murchinson, said the ads were in sponsored links at Google.com and other Web sites that belong to its ad network. “While we did not admit any wrongdoing, the Department of Justice has advised that online gambling is illegal in the United States, and ads to promote it are improper,” he said.

Top online sports betting and casino companies, Sportingbet and 888, announced that they are currently looking into whether the US’ new legislation contravened commitments made by the country to the World Trade Organisation. The WTO last year ruled that the United States’ laws concerning internet gaming was in breach of its rules following complaints from Antigua.

The Unlawful Gaming Enforcement Act makes it illegal for banks and credit card operators to process online gaming payments in the U.S. Although PartyGaming and 888 announced that they would cease their gambling operations in the country once President George Bush signs the new law, Sportingbet, which makes about 70 per cent of its revenue in the US, has suggested that it might continue its business there, potentially using offshore banks to make transactions.

Meanwhile, online gaming software maker Playtech said it was re-focusing its business toward the Asian market.

Avigur Zmora, CEO of Playtech, said that 50 per cent of its licensees were outside the U.S. and that it was already focusing on software for the Japanese game Pachinko, and its first version of Online Mahjong.

"Pachinko, which is similar to certain slot machines, has never been online, and we’re going to be the first to offer that," said Zmora. "That’s the biggest gambling game in the world – there is between $100 billion and $200 billion per year revenues on land.

As for Mahjong, Playtech estimates that there are 350 million active Mahjong players across Asia on land. The first versions of online Mahjong software will be launched in November.

A recent campaign has been launched in Japan to legalise both online and land based casinos, and has been backed by the country’s ruling Liberal Democratic Party.

An arm of the committee on tourism has suggested that the legalisation of online gambling in Japan would provide an economic boost for the country, in a move that could lead the way for a change of policy towards online casinos not only in Japan, but also throughout other parts of Asia.

The committee is expected to open discussions with government officials with the prospect of online gambling operators being invited for future talks.

However the news has been tempered by social action groups in Japan, who have expressed concern about the influence of increased online casino gaming on the country’s youth, prompting protests from charities and gambling awareness groups.

In response, the government has taken measures to reassure protestors that their concerns will be carefully considered.

Global revenue from gambling is expected to climb 8.8 percent annually from $82.2 billion in 2005 to $125 billion by 2010, according to a new estimate by consultant PricewaterhouseCoopers LLP.

The report predicts that the Chinese gambling enclave of Macau will grow the fastest at 14 percent annually; revenues are expected to be $23 billion by 2010.

It also said the United States, which is predicted to remain the world’s largest gambling market, is expected to see gambling revenue grow 6.9 percent per year, from $53.4 billion in 2005 to $74.5 billion in 2010, attributing it to the billions of dollors being invested in new Las Vegas casinos and an increase in tribal gaming.

Tribal casino operators are seen increasing their share of the U.S. market from 42 percent to 43 percent, growing from $22.7 billion to $32.5 billion by 2010.

Casinos in Atlantic City, N.J., are expected to see revenue inch higher from $5 billion to $5.8 billion, as its share falls from 9 percent to 7 percent of the U.S. market because of competition from new slot machine operators in surrounding areas.

Excluding the United States, where online gambling is illegal, revenue from bets placed on the Internet globally are expected to double, from $5.1 billion to $11.4 billion by 2010.

PricewaterhouseCoopers’ director of entertainment and media practice, Mary Lynn Palenik, "The slot parlors are moving in," While online gambling is experiencing rapid growth, more important is the expansion of legalized casino gambling in some markets, Palenik said.

Since handing out new licenses in 2002, Macau’s gambling market has exploded. Its revenues are expected to climb 16.1 percent a year from $5.5 billion in 2005 to $11.6 billion in 2010.

In Europe, the forthcoming super-casinos will contribute to growth in that region, said the firm, with revenue growth of 16.8 percent a year from $3 billion in 2005 to $6.6 billion in 2010. Likely casino legalization in Japan, Taiwan and Thailand would add $246 million by 2010, the report said.

Singapore, which overturned a decades-long gambling ban last year, is seen reaping $150 million in casino revenue by 2010.

Casinos widely operate in Japan, just like in other countries which use casinos as tourists’ attraction. The only difference is, in Japan, casinos are illegally-run since casinos and other forms of gambling are not legalized. However, as Japan opens up to the world, its potential as tourists’ haven for casino gambling is soon to be unleashed, paving its way in the gambling industry, just like Singapore and Macau, which are hot spots for casino and other gambling activities.

SINGAPORE — Where will be the next casino hotspot in Asia after Macau and Singapore?

An expert from Osaka University of Commerce says he’d bet on Japan.

Ichiro Tanioka, who has conducted a series of studies on behalf of Japan’s Liberal Party, said the stage is set for the introduction of legalized gaming in Japan.

Tanioka said that there already is a proliferation of illegal gambling in Japan and that the number of pachinko and pachislo machines operating in Japan outnumbers slot machines worldwide.

He estimated there also to be 200,000 illegally run underground casino bars — called "shantis" — operating in Japan today generating more than $10 billion U.S. dollars revenue a year.

According to Tanioka’s study, there were nearly 5 million pachinko-type machines operating in Japan, while traditional slots numbered 2.4 million worldwide. In addition, he said there already is legal wagering in Japan on horse, bicycle, boat and motorcycle racing.

"Japanese ruling Liberal Democratic Party is to formulate a basic policy around June to legalize casinos in the country with the aim of attracting more foreign tourists, local reports said on Saturday. "A member of a subcommittee on casinos launched under the LDP’s special committee on tourism said the party should expedite discussions as Japan should lift its ban on gambling parlors after Singapore did so in April last year and as Thailand is studying tofollow suit, Kyodo News said. "According to the subcommittee member, facts prove that casinos are big attractions for foreign tourists in many countries that have legalized them and help to boost the economy and international competition…"
